The Butterfly Oracle for Life Changes is blue on the top, but the bottom of the cards are different colored butterflies

The Blue Earth Tarot by Alyson Davies was on Kickstarter recently. It’s cyanotype and looks gorgeous. The kickstarter is over but she has a preorder option on her website.

Star Tarot by Cathy McClelland is my starter deck, blue is the main theme colour.

I’ve just seen a couple of blue themed decks on Etsy which are legit – not pirated.
Deviant Moon Trionfi della Luna has a blue chromatic version. But its not everyone’s cup of tea and its not cheap. I have the regular colors and love it, though.
EndlessSkys is a canadian etsy vendor who has a mini marseille download that’s done in cool colors (i.e. mostly blues). It’s only $3 b/c I guess you download it and print it yourself.

I have Tarot of the Divine by Yoshi Yoshitani and the back is a very pretty blue. It’s very colorful on the faces, but most cards have some shade of blue, although red is also very prominent. I think it’s beautiful, but it might not be exactly what you’re looking for.

The Mermaid Tarot by Leeza Robertson has a lot of blue because of the theme.

The Atlantis Tarot by Akira Zosens, as the name suggests, has plenty of blue in it. Great little deck!
The Endless Oracle by Eric Maille, which is a KS deck that can be pre-ordered, is primarily blue with bits of color.

I just bought the Dream Visions Tarot (2nd edition) and the decks all have blue siding!
The age of Aquarius tarot is also blue themed!
