Because the ones doing the burning were those in power and those who were accused of being witches were often those that were not perfectly fitting the mold or causing dissension, so charges were trumped up to make the populace fear the “witches” instead of joining them

see genocides… what is the difference between the ones who commit a crime against humanity, or the ones where it’s just ”a part of history” ? it only depend on if the ones who commited it win or not in the end…

BTW men were burned too for being “in relations with a witch”. Mostly they were just friends, lovers, family or customers of female doctors.
