Born in the cusp has no meaning in astrology.

It was a short cut to deal with the 4 year leap cycle. The calendar date shifts by 1/4 day each year, then resets at leap year. So before computers it took some effort to access exact position of the sun if born near sign changes.

You need both birthtime and location to determine if you are sun in pisces or Aries. These are very different signs, so likely obvious you are one or the other.
