Without even cards, I can tell you that he is def not sure about the relationship. I read cards as a story so we starting with the devil as how it started.
The devil: For me I would read it as the person feels trapped and needed to step back a bit. It can be that he was hurt previously and now something reminded him of that.
The empress: He was not open about his feelings and pretended things he didn’t feel, mostly out of fear of rejection or because he doesn’t want to commit right now. This doesn’t mean he isn’t interested, but it can mean that he felt too much, that made his anxiety go up for any reason and so he took some steps back to reflect on things.
Eight of swords: He finally got his anxiety to release itself by taking time for himself. Trying to escape the relationship. He might have felt pressured to be the best he could be, but he can’t deliver it at this point.
Nine of swords: Stands for withdrawal, retreat and giving up. He might have given up on it for now, just because of his own feelings standing in his way.
So all together I would say he has serious issues with his feelings, he doesn’t want to commit (the empress) because of his past experiences(the devil). Something made his anxiety go up(eight of swords). The nine of swords for me shows that he is kinda “done” with what is between you, but it doesn’t mean he won’t change this opinion. Sometimes people just go different pace or need just space.
I would pull cards to see what you can do about it, in the end tarot is about guidance. See what they will tell you. Stay patient, move on, talk and so on.
But from what I personally would do, I would give him some space. 1 week and then ask for another date and see how vibes are. Sometimes things just go too fast for people. Use it to talk about feelings and see from there on.
