As a Capricorn rising I have social anxiety and have been blatantly told multiple times how socially awkward I am around people.

I think an awkward rising sign is one where the ruler of the rising is in a bad spot (either fallen, in detriment and/or making harsh aspects).

Having Mercury, Mars or Venus retrograde, fallen or in detriment in the rising can also produce awkward results. A family member is a Pisces rising with a retrograde Mercury in Pisces. He’s painfully awkward. And his Jupiter is in Capricorn. So it’s like a double whammy for him.
