Why is sun in fall in libra/aquarious but not water signs?

The sun, ruling Leo, is active, masculine energy. Libra/aquarius, being air signs, are not leo/aries but seem more aligned with the sun's energy than, say, cancer/pisces, being feminine water signs. I get that libra and aquarius oppose aries and leo, but I don't see how the sun is in detriment/fall in these signs but not water or even earth signs.
